Obtaining power of attorney to use Helsenorge on behalf of someone else
You can use Helsenorge on behalf of someone else if you have been granted power of attorney to do so. You will then be able to book appointments and request repeat prescriptions, as well as viewing data relating to the health of the person who granted power of attorney.
Using Helsenorge on behalf of someone else
In order to use Helsenorge on behalf of someone else, you first need to be granted power of attorney to do so. Anyone who wants you to use Helsenorge on their behalf can grant power of attorney by logging in to Helsenorge and going to Powers of Attorney under Profile and Settings.
You will receive a notification on Helsenorge when someone has granted you power of attorney to use Helsenorge on their behalf.
Choose who you want to authorise to use Helsenorge on your behalf
Once the power of attorney has been created, you will be able to use Helsenorge on behalf of the person who authorised you. You can select to do this after logging in. You will then see the services you have access to use on behalf of the person who authorised you.
The services you can access will depend on:
the service area you have decided that the power of attorney will be valid for
the services the person who authorised you has access to
the services you have access to
the level of consent you and the person who authorised you have
any opt-outs the person who authorised you has made.
What can I get power of attorney for?
The person who creates the power of attorney can choose what the power of attorney will be valid for, depending on their needs. For example, a power of attorney may be valid only for access to health data or access to medical records or for the authorised person to be able to carry out activities such as booking appointments with the doctor.
Which service area has been selected?
The different services at Helsenorge are split into three groups, referred to as service areas. A power of attorney may be valid for one, two or all three service areas.
If new services are added to Helsenorge, the power of attorney will automatically apply to these services if they are affiliated with the selected service area.
Service areas at Helsenorge
If you choose this service area, the person you have granted power of attorney to will be able to:
view data registered in relation to you in health registers (including prescriptions, summary care record and vaccines)
view data related to your GP
view test results
request correction of errors in registers
view information about any research projects you are participating in
manage your profile settings
view documents that you have not hidden from those with power of attorney
obtain an overview of your consents and opt-outs
If you choose this service area, the person you have granted power of attorney to will be able to:
view your medical records
view entries made by healthcare professionals in your medical records
request correction of errors in your medical records
If you choose this service area, the person you have granted power of attorney to will be able to:
book and manage your appointments
obtain an overview of your referrals
obtain an overview of your health contacts
communicate with healthcare professionals and other contacts
view your prescriptions and request repeat prescriptions
view your vaccination card
record information in your summary care record
use digital tools
use new services that are linked directly to prevention, treatment or health monitoring
View, modify and delete powers of attorney
Information about powers of attorney can be found by clicking on Powers of Attorney under Profile and Settings. You must be logged in to do this. Here, you will be able to view who has granted you with power of attorney, the service areas the power of attorney is valid for and how long the power of attorney is valid for. You can also modify or terminate powers of attorney here.
Power of attorney
You may give power of attorney to other people to use services at Helsenorge on your behalf, and you may obtain a corresponding power of attorney from others.
A power of attorney is a form of declaration that authorises someone else to view your health data and use services at Helsenorge on your behalf.
If, for example, you want one of your next of kin to be able to use Helsenorge on your behalf, you can log in and grant power of attorney for them to do so. You can also grant power of attorney by using a paper form.
You must be 18 years or older to be authorised to use Helsenorge on behalf of others.
The person granting the power of attorney must be 16 years or older.
A power of attorney may be valid for a limited or unspecified period of time.
You can modify or terminate a power of attorney at any time. Powers of attorney that are still valid can be modified. You do not need to provide a reason to modify or terminate a power of attorney.
You have the right to access health data relating to those you are next-of-kin to if they die. This could include medical records. You cannot access this data via Helsenorge, you need to contact the clinics directly.
When the power of attorney cannot be used
In some cases, you will need other powers of attorney to help others to carry out activities related to their health. If you need to change GP, check user fees or collect medication on behalf of others, you will need separate powers of attorney.
Other powers of attorney
If you need to communicate with Helfo on behalf of someone else, you will require a separate power of attorney. You cannot use the Powers of Attorney service, you need to use Helfo’s power of attorney forms.

In order to collect prescription drugs or products from a pharmacy on behalf of someone else, you need to use a dedicated power of attorney. You cannot use Helsenorge power of attorney. The Norwegian Pharmacy Association website has a form you can use (apotek.no).
