Using Helsenorge on behalf of others

You can use a lasting power of attorney to access Helsenorge on behalf of the person to whom the power of attorney applies. To be valid for Helsenorge, the power of attorney must cover the areas “personal matters” and/or “health”. The lasting power of attorney must also be approved (certified) by the County Governor.

What you need to submit

In order to use a certified lasting power of attorney to access Helsenorge on behalf of others, you need to submit

• a copy of the lasting power of attorney
• a copy of valid proof of identity for those who have received the lasting power of attorney

If you wish to withdraw consent for the use of Helsenorge on behalf of the person for whom you have a lasting power of attorney, you can submit a form to withdraw consent (in Norwegian) together with the lasting power of attorney.

With power of attorney for Helsenorge, you will be able to view and request repeat prescriptions on behalf of someone else. This is not the same as authorisation to collect medications and other products from the pharmacy on their behalf. 

In order to collect someone else’s medications or products from the pharmacy, you need to obtain a separate power of attorney. The form you need to use can be found on the website of the Norwegian Pharmacy Association (apotek.no).

You cannot use the power of attorney for Helsenorge to change someone else’s GP. Instead, you need to complete a power of attorney form and submit it to Helfo.

Once Helfo has received the power of attorney form, you can call the Helsenorge Advisory Service on +47 23 32 70 00 for help with changing someone else’s GP.

You cannot use the power of attorney for Helsenorge to apply for a European Health Insurance Card for someone else. Instead, you need to complete a power of attorney form and submit it to Helfo.

Once Helfo has received the power of attorney form, you can call the Helsenorge Advisory Service on +47 23 32 70 00 to get help to apply for a European Health Insurance Card for someone else.

You cannot use the power of attorney for Helsenorge to check user fees on behalf of others. Instead, you need to complete a power of attorney form and submit it to Helfo.

Once Helfo has received the power of attorney form, you can call the Helsenorge Advisory Service on +47 23 32 70 00 for help checking user fees on behalf of someone else.

You can authorise someone else to contact Helfo on your behalf or you can be granted a corresponding power of attorney on behalf of someone else. The person granting power of attorney must complete a paper form that can be submitted to Helfo via the digital form.
